Authority (HA) Head Office’s response to your request:
Please find attached the latest version of “Interim Recommendation on
Clinical Management of Adult Cases with Coronavirus Disease 2019
(COVID-19)” and “Interim Recommendation on Clinical Management of
Paediatric Patients of Coronavirus Disease 2019 (COVID-19) Infection”,
with the effective dates of respective versions of the documents listed on
the cover page, for reference. The two documents are prepared solely for
use by healthcare workers in the HA.
Please note that different available treatment regimens in the two
documents are determined based on evidence extrapolated from research
performed for other coronaviruses, expert opinion, non-randomised placebo
controlled trials, case series and limited randomised placebo controlled
trials on treatment of COVID-19, as well as the availability of
therapeutics in Hong Kong. The documents serve as an interim guidance and
will be updated according to the availability of new evidence or drug
availability.

Authority (HA) Head Office’s response to the items you requested:
Item 1
While the 5th wave of COVID-19 outbreak is still ongoing, the HA does not
have readily available statistics to address your question. According to
paragraph 1.14 of the Code on Access to Information, the Code does not
oblige departments to create a record which does not exist.
Item 2
Treatments would be provided to COVID-19 patients based on their
conditions by making reference to the “Interim Recommendation on Clinical
Management of Adult Cases with Coronavirus Disease 2019 (COVID-19)” and
“Interim Recommendation on Clinical Management of Paediatric Patients of
Coronavirus Disease 2019 (COVID-19) Infection”. The two documents were
provided to you vide the HA’s reply dated 29 April 2022.

Dear Mrs Van de Pol,
Further to my reply dated 26 May 2022, please find below the Hospital
Authority (HA) Head Office’s response to the items you requested:
Item 1
The provision of the requested information would involve retrieval,
standardisation, verification and compilation of raw data. Staff in the
departments concerned in the HA Head Office and hospitals would have to be
diverted from their core duties and other more urgent work, which would
affect the execution of the HA’s proper functions. Hence, the HA is unable
to accede to your request for the reason set out in paragraph 2.9(d) of
the Code on Access to Information which states:
“Information which could only be made available by unreasonable diversion
of departments’ resources.” (paragraph 2.9(d))
If you believe that the HA Head Office has failed to comply with any of
the provisions of the Code on Access to Information, you may ask the HA
Head Office to review the situation by writing to the review officer
(email: [1][Hospital Authority request email] or postal address: c/o Rm 410S, 4/F, Hospital
Authority Building, 147B Argyle Street, Kowloon).
Item 2
The “Interim Recommendation on Clinical Management of Adult Cases with
Coronavirus Disease 2019 (COVID-19)” and “Interim Recommendation on
Clinical Management of Paediatric Patients of Coronavirus Disease 2019
(COVID-19) Infection” are formulated to provide general guidance for all
healthcare workers in the HA based on the limited scientific evidence
currently available. Healthcare workers may exercise their professional
judgement for treating COVID-19 patients based on the patients’ clinical
conditions.
