Dear Ms Melissa Chen,

I refer to your preceding email of 13 December 2023 requesting under the
Code on Access to Information a copy of the Cooperation Arrangement on
Technical Exchange on Environmental Monitoring signed between the
Environment and Ecology Bureau and the China National Environmental
Monitoring Centre of the Ministry of Ecology and Environment on 27 October
2023.  

After careful consideration of your request, the Environmental Protection
Department is unable to provide the requested information to you pursuant
to Paragraphs 2.4(a) and (b) of the Code on Access to Information, which
are excerpted as follows:

"Paragraph 2.4(a) Information the disclosure of which would harm or
prejudice the conduct of external affairs, or relations with other
governments or with international organisations."
"Paragraph 2.4(b) Information received in confidence from and conveyed in
confidence to other governments, courts in other jurisdictions, and
international organisations."

If you are not satisfied with the above decision, you may ask the
Department to review the decision by writing to the Director of
Environmental Protection at 33/F, Revenue Tower, 5 Gloucester Road, Wan
Chai, Hong Kong.  Alternatively, you may lodge a complaint to The
