Further to my reply dated 14 April 2022, please find below the Hospital
Authority (HA) Head Office’s response to the items you requested:

 

Items 1 and 2

At present, the relevant data on the subject is incomplete. Official
records are not available. Hence, the HA is unable to accede to your
request for the reason set out in paragraph 2.13(a) of the Code on Access
to Information which states:

 

“Information relating to incomplete analysis, research or statistics,
where disclosure could be misleading or deprive the department of priority
of publication.”

 

If you believe that the HA Head Office has failed to comply with any of
the provisions of the Code on Access to Information, you may ask the HA
Head Office to review the situation by writing to the review officer

The HA does not have the information you requested. According to paragraph

Further to my reply dated 31 May 2022, please find below the outcome of
the Hospital Authority (HA) Head Office’s review of the response to items
1 and 2 dated 29 April 2022:

 

Items 1a and 1b

The HA does not collect information from some staff (e.g. those on
prolonged leave) on whether and when they are medically fit or unfit for
vaccination.

 

Item 1c

The HA does not collect information on the number of pregnant staff who
have received zero dose (unvaccinated) or received at least one dose
(vaccinated).

 

Item 2

Staff not fulfilling the vaccination requirement will not be allowed to
enter HA premises. The HA does not maintain records on the number of staff
who fail to comply with the vaccination requirement and hence are not
allowed to enter HA premises.

 

For the above reasons, the relevant data on the subject is incomplete and
official records are not available. Hence, the HA is unable to accede to
your request for the reason set out in paragraph 2.13(a) of the Code on
Access to Information which states:

 

“Information relating to incomplete analysis, research or statistics,
where disclosure could be misleading or deprive the department of priority
of publication.”

I am writing to request an internal review of Hospital Authority's handling of my FOI request 'Vaccine bubble implementation (HA)'.

In view of this, I request for information to be disclosed for Items 1a and 1b excluding those on prolonged leave.

As you can see, the Government can also provide similar information, excluding staff on prolonged leave.

Further to my reply dated 23 June 2022, please find below the outcome of
the Hospital Authority (HA) Head Office’s review of the response to items
1a and 1b dated 8 June 2022:

 

The provision of the requested information would involve retrieval,
standardisation, verification and compilation of raw data. Staff in the
departments concerned in the HA Head Office and hospitals would have to be
diverted from their core duties and other more urgent work, which would
affect the execution of the HA’s proper functions. Hence, the HA is unable
to accede to your request for the reason set out in paragraph 2.9(d) of
the Code on Access to Information which states:

 

“Information which could only be made available by unreasonable diversion
of departments’ resources.” (paragraph 2.9(d))

 

Under paragraph 1.26 of the Code on Access to Information, any person who
believes that an organisation has failed to properly apply any provision
of the Code may also complain to The Ombudsman (email:
