Access to Information Request: EHSS vetting rubrics, withdrawal reasons, and usage data
Dear Environmental Protection Department,
Under the Code on Access to Information, I request existing records concerning the EV-charging at Home Subsidy Scheme (EHSS).
This request supports a policy research project evaluating the allocation fairness, dropout causes, and post-completion utilisation of public infrastructure subsidies in Hong Kong residential car parks.
I have checked the EHSS public portal and confirmed that the specific datasets requested below are not currently available in public registers. To keep this request focused, please provide the following specific records in machine-readable format (CSV or Excel) where applicable:
1. Aggregated Applicant Breakdown (October 2020 – December 2023):
An aggregated table of all EHSS applications received, showing the total counts of applications received, approved, rejected, and withdrawn, broken down by:
1.1 District Council district (18 districts);
1.2 Housing type (Private Residential Estate, Home Ownership Scheme, Sandwich Class Housing); and
1.3 Building age (<10 years, 10–25 years, 26–40 years, >40 years).
2. Assessment Criteria & Withdrawal Categorisation:
2.1 Copies of internal assessment checklists, scoring rubrics, or technical vetting guidelines used by department officers to evaluate application eligibility and grid capacity feasibility.
2.2 A categorized summary of the recorded reason codes for the 28 approved estates (~5,000 spaces) that withdrew post-approval (e.g., Owners' Corporation deadlock, transformer/grid limits, financial overruns, or procurement issues).
3. Post-Completion Usage Reports & Telemetry:
3.1 A blank copy of the official submission template for the mandatory "Report on Use of the EVCEI".
3.2 An aggregated summary of operational data collected from these submitted reports, specifically average daily charger turnover rates per district, equipment fault frequencies, and total electricity consumed (kWh).
Please note that this request seeks only non-personal, aggregated public administration records and does not include any personal data.
Thank you for your assistance. I look forward to your reply within the standard timeframe.
Yours faithfully,
Mr. Sheery Chan
