Access to Information Request — JRE and AO/EOII Request Handling, Publication Policies and Appointee Backgrounds
Dear Civil Service Bureau,
Under the Code on Access to Information, I request the following existing records concerning the Joint Recruitment Examination (JRE) and Administrative Officer (AO) and Executive Officer II (EOII) recruitment.
**1. Information request records and outcomes**
Please provide existing logs of relevant Code requests received from 1 January 2023 to 3 October 2026, including references, subjects, receipt and acknowledgement dates, substantive and final response dates, and outcomes, using your existing categories.
**2. Response-time statistics**
Please provide existing annual response-time statistics for 2023–2025 and 2026 up to 3 October, including recorded averages or medians, response-time bands and outstanding cases. Please include measurement definitions, recorded reasons for extensions and Code provisions used to withhold information.
**3. Proactive publication**
Please provide existing publication inventories, plans, policies and guidance current as at 3 October 2026, plus publication decisions and recorded reasons from 1 January 2023 to that date. Where recorded, include information categories, recruitment years, URLs, formats, update frequency, responsible units and retention arrangements.
Please also include records defining the coverage and update arrangements of the DATA.GOV.HK dataset “Recruitment Figures for Grades Participating in the Joint Recruitment Examination”. This request concerns publication arrangements rather than copies of recruitment statistics.
**4. Appointee qualifications and work experience**
For the 2022–23 to 2025–26 exercises, please provide existing aggregate summaries of AO and EOII appointees’ highest qualifications and prior full-time work experience, using records held as at 3 October 2026. Separate figures by grade and exercise where available, including recorded experience bands, definitions and coverage gaps.
Please provide electronic copies in existing formats, including machine-readable records where held, or public links. I seek existing records only, without new calculations or identifiable personal data; existing redaction or suppression methods are acceptable.
Please identify records not held, explain any withholding under the applicable Code provision, and provide separable non-exempt material. Please advise me before incurring charges.
Yours faithfully,
Kan Hok Ling
