Code on Access to Information Request: Operational and Emissions Data for IWMF / I·PARK1
Dear Environmental Protection Department,
I am writing to request information under the Code on Access to Information regarding the operational and environmental monitoring data for the Integrated Waste Management Facility (IWMF / I·PARK1).
To assist with my research into Hong Kong's waste diversion strategies, please provide the following existing records for the period between the commencement of trial operations and the present.
1. Waste Treatment Metrics
Please provide daily or monthly records that clearly distinguish between the total amount of waste received at the facility and the actual amount of waste incinerated (in tonnes). Where recorded, please also include the average moisture content (%) and calorific value (MJ/kg) of the processed waste.
2. Emissions Monitoring (CEMS and Dioxins)
Please provide the Continuous Emission Monitoring System (CEMS) summaries as well as periodic dioxin test reports. For clarity, please distinguish the periodic dioxin sampling results from the continuous monitoring data. I request that these records include the specific units of measurement, averaging periods, reference conditions, and the applicable regulatory limits for context.
3. Residues Management
Please provide monthly quantities (in tonnes) of bottom ash, fly ash, and air-pollution-control (APC) residues produced. Please also detail the proportions of these residues that are reused versus landfilled, and identify the specific destination facilities where they are sent.
If possible, I would appreciate receiving this data in a machine-readable format (such as CSV or Excel spreadsheets).
If any part of this request requires clarification, or if fulfilling the entirety of the request would incur prohibitive administrative costs, please let me know so we can refine the scope of the data requested.
Thank you for your time and assistance in promoting transparency in our environmental infrastructure.
Yours faithfully,
Tsang Wai Shan Teresa
