Dear Highways Department

In the recent weeks a large old tree which extended directly across the footpath near 28 Lugard Rd. was cut/felled leaving only the stem and a short length of the trunk. Concerning this specific tree and its cutting/felling, I would like to obtain the following information and/or documents:

1. Any tree inspection reports;
2. The tree felling permit or approval documentation;
3. Any communication with the Tree Management Office concerning said tree;
4. Any internal documents regarding the said tree, including but not limited to the reasons which formed the basis for the felling of the said tree and any internal documents or communication detailing discussions concerning said tree.

Please make this available to me as required by the Code on Access to Information. However, since it is not known whether the said tree sits on private land, I am aware that the relevant documents and information may be held by another department (e.g. LandsD). Please let me know if any redirection is necessary.

Thank you for your application dated 22 July 2026 and further information
dated 24 July 2026 seeking access to information about felling of the
large tree near 29 Lugard Road.

 

Please be advised that the Highways Department (HyD) did not carry out the
concerned tree felling works. In June 2026, it came to our attention that
unauthorized tree damage had occurred. HyD had subsequently filed a police
report on 16 July 2026 regarding the unauthorized tree damage. Therefore,
HyD does not have documents related to the concerned tree felling. Thank
you.
