Information regarding District Services and Community Care Teams

Dear Home Affairs Department Headquarters,

Pursuant to the Code on Access to Information, I am writing to request the following records regarding the operation and monitoring of the District Services and Community Care Teams (關愛隊).

I would like to request copies of the following documents:
- Financial Reports: Copies of the expenditure reports or reimbursement claims submitted to the Home Affairs Department by the Care Teams in the Yau Tong and Sham Shui Po District for the period of 2024.

- KPI Progress Reports: The regular progress reports submitted by the aforementioned Care Teams to the District Office, detailing their progress in meeting the Key Performance Indicators (KPIs) set out in their service agreements.

- Service Logs: Records or summaries showing the actual number of "home visits" and "community services" conducted versus the targets set, specifically distinguishing between work done by official members and non-member volunteers.

- Meeting Minutes: Any minutes of meetings held between the District Office and the Care Teams regarding the monitoring of their performance.

If the documents contain personal data (such as names of beneficiaries), please feel free to redact such personal information. However, I request that the operational data, financial figures, and organizational names remain visible as they involve the use of public funds.

If you are unable to release the full documents, please provide a summary or a redacted version. If this request is denied in whole or in part, please cite the specific paragraph of the Code on Access to Information under which the exemption is claimed as we've consulted that those information shell be made public.

I would prefer to receive these records in digital format via email.

According to 2.10 of the Guidelines on the Interpretation and Application of the Code on Access to Information, departments are required to provide the requested information within 10 calendar days. The deadline for this response was 09 December 2025.

To date, I have not received the requested records, nor have I received a formal notification explaining why the information could not be provided within the standard timeframe as required by the Code.

Please advise immediately on the status of my application and provide a specific date by which the records will be released.

If you are unable to release the documents immediately, please treat this email as a request for an explanation regarding the delay in accordance with the Code.

Dear Sir/ Madam,

 

Re: Information request under the Code on Access to Information

 

                We refer to your emails dated 29 November 2025 and 10
December 2025 regarding your request for information of Care Teams in the
Yau Tong and Sham Shui Po District to this Department for the period of
2024 under the Code on Access to Information (“the Code”).

 

2.             Upon the completion of the first term of services, Care
Teams are required to prepare their work reports after the completion of
their service agreements. HAD and the District Offices will consolidate
the reports of the Care Teams in the first term of services and let the
public know their achievements.  Pursuant to paragraph 2.17 of the Code,
given that the requested information is still under preparation and is
scheduled for future release, we are not able to provide the requested
information at this juncture.

 

3.             As for the request for records of work done by Care Team
members and volunteers and minutes of meetings among District Offices and
Care Teams, Home Affairs Department and the relevant District Offices do
not possess such records.  This request could not be acceded to by virtue
of paragraph 1.14 of the Code.
