Policies and Regulatory Oversight on Transaction Fees for Charitable E-payments

Under the Code on Access to Information, I would like to request information concerning the regulatory oversight of Stored Value Facility (SVF) licensees (such as Octopus, AlipayHK, WeChat Pay, and PayMe) regarding transaction and administrative fees levied on charitable donations.
Recent news reports indicate that the administrative fees associated with mobile payment platforms are a significant barrier for Non-Governmental Organizations (NGOs) attempting to digitize their “Flag Day” fundraising.
Please provide:
1. Copies of any guidelines, circulars, or policy documents issued by the HKMA to SVF licensees encouraging or requiring them to waive or reduce transaction fees and setup costs for government-approved charitable fundraising activities (such as SWD-approved Flag Days).
2. Records of any formal meetings, working groups, or ongoing discussions held between the HKMA and major SVF operators in the past 3 years regarding the facilitation of low-cost or fee-free electronic payment infrastructure for the charitable sector.
If no such guidelines exist or no such formal discussions have taken place, please kindly state this fact. Thank you for your assistance.

Dear Simon,
We refer to your email dated 3 August 2026, with reference to the Code on
Access to Information (“Code”), requesting the Hong Kong Monetary
Authority (“HKMA”) to provide certain information concerning the fees and
costs charged by the Stored Value Facility (“SVF”) licensees on charitable
institutions; and our interim reply to you dated 12 August 2026.
Your request is rejected by the HKMA pursuant to paragraph 1.14 of the
Code, as the HKMA has not published guidelines, circulars, or policy
documents, or held any formal meetings, working groups or ongoing
discussions with SVF licensees, encouraging or requiring them to waive or
reduce transaction fees and setup costs for government-approved charitable
fundraising activities to date.
That said, the HKMA requires SVF licensees to set out and explain clearly
applicable fees and charges of their services and products, which are
determined by the licensees independently, to the relevant users and
merchants. If you remain interested in understanding the specific fees and
costs charged by the SVF licensees on charitable institutions, please
contact the individual SVF licensees accordingly.
You may also take note of paragraphs 1.25 and 1.26 of the Code regarding
request for an internal review or complaint to the Ombudsman.
