Dear Access to Information Officer (Transport Department),

Under the Code on Access to Information, I am writing to request access to records regarding targeted road safety education strategies and updated traffic blackspot location data.

Our research project examines how road safety educational campaigns target specific accident causes and how those causes correlate with classified blackspot locations.

I would be grateful if you could provide the following information:

Q1 — Targeted Educational Work and Performance Metrics
1. Internal circulars, policy summaries, or strategy reports detailing how the Transport Department prioritizes and designs educational and publicity campaigns based on specific accident causes (e.g., campaigns addressing elderly pedestrian crossing safety vs. commercial vehicle driver blind spots).
2. Any evaluation summaries or performance reports from the past three years assessing the effectiveness of these cause-focused educational initiatives in reducing targeted accident types.

Q2 — Latest Quarterly Traffic Blackspot Location Records & Coordinates
1. The most recent available quarterly list of Junction Blacksites in electronic spreadsheet format (CSV or XLSX).
2. Spatial location coordinates (HK1980 grid coordinates or latitude/longitude) or GIS shapefiles for all blacksites appearing on the latest list.
3. The individual 12-month or 36-month accident breakdown (Fatal, Serious, Slight) for each site on the current list that led to its classification under Category A, B, or C.

Should any portion of this request be exempt, please fulfill the non-exempt parts and provide written explanations for any redactions.

Please provide the requested documents and data files in electronic format by replying to this thread.

Thank you for your assistance.

Yours faithfully,
Lo Wing In

Dear Sir/Madam,

Subject: 公開資料要求 - Request for Targeted Road Safety Education Records and Latest Traffic Blackspot GIS Data (Case Ref: 3-9790120907)

Regarding your above case, the substantive reply of the Transport Department is as follows –

"Dear Sir/Madam,

I refer to your request for access to information no. 409/26 about targeted road safety education records and latest traffic blackspot GIS Data. Further to our interim reply earlier, our reply is as below:

The Government has adopted a multi-pronged approach to enhance road safety and reduce traffic accidents at the source, the effectiveness of an individual measure therefore cannot be evaluated in isolation. Key initiatives include investigating and analysing the causes of traffic accidents at black spots, formulating targeted improvement measures, reviewing legislation to strengthen driving safety requirements and increasing the deterrent effect of penalties, improving road design and traffic management, incorporating technology to enhance traffic oversight, and stepping up publicity, education, and law enforcement.

In general, most traffic accidents are attributed to driver-related factors such as inattentive driving, tailgating, and careless lane changes, and casualty-related factors such as passengers losing balance, crossing road heedlessly, and pedestrian inattentiveness. To address these issues, the TD has been collaborating with the Hong Kong Police Force (HKPF) and the Road Safety Council to promote road safety through various publicity and education channels. These include radio broadcasts, displaying publicity covers on traffic signal controllers, publishing and distributing Road Safety Bulletins, and disseminating road safety messages via social media platforms to educate different road users on road safety issues, such as driving attentively, following lane discipline, obeying traffic signals, keeping their heads up and check traffic before crossing.

The latest junction blacksite list with coordinates in the form of HK1980 grid coordinates has already been uploaded to DATA.GOV.HK at the link https://data.gov.hk/en-data/dataset/hk-t.... The individual 12-month or 36-month accident breakdown (Fatal, Serious, Slight) for each site on the current list that led to its classification under Category A, B, or C are attached.

Thank you.

Yours faithfully,
Miss Natalie FUNG
