According to official figures published in Legislative Council replies (LCQ4, 28 May 2025), as of 31 March 2025, the Hong Kong Police Force (HKPF) maintained an establishment of 33,090 officers against an actual strength of 27,325, resulting in a vacancy of 5,765 officers (17.4%). Under the Code on Access to Information, I would like to request information concerning existing administrative records regarding the organizational structure, resource allocation, and candidate tracking systems across these schemes for the financial years 2022–23, 2023–24, and 2024–25.
Information Requested:
1.For each of the campus/youth recruitment initiatives listed above (PURE, PMP, AUS, DAE Cadet Programme, SPREAD, HKPF Recruit App, READ), what is the managing unit/division title as listed in the Government Telephone Directory for the HKPF, and what were the total annual budget allocations and target recruitment output figures for FY2022–23, FY2023–24, and FY2024–25?
2.What is the official post title (as listed in the Government Telephone Directory) of the single accountable officer responsible for coordinating tertiary campus recruitment schemes, or the title of any overarching published graduate recruitment strategy document governing these programmes?
3. Do existing records indicate whether the Force utilizes a centralized applicant tracking system shared across these tertiary schemes, or are candidate records managed independently by each programme? If this record cannot be disclosed, please state the specific provision of the Code on Access to Information relied upon.
