I am writing to request figures for the humanitarian assistance/Alternative to Detention Programme that is provided by International Social Services to non-refoulement claimants. May I know, in each of the years between 2010-2020,

1) What is the average daily cost of this programme per non-refoulement claimant in each year of 2010-2020?

2) What is the total cost of this programme in each year of 2010-2020?

I refer to your email dated 13 September 2021, seeking access to the
following information regarding the humanitarian assistance/Alternative to
Detention Programme (“the Programme”) provided by International Social
Services to non-refoulement claimants (“NRCs”) in each of the years
between 2010 and 2020 -

 

(a)    The average daily cost of the Programme per NRC; and

 

(b)   The total cost of the Programme.

 

2.         Subsequent to our interim reply to you on 14 September 2021,
please find our reply below.

3.         The Social Welfare Department (“SWD”) is not in possession of
information on the average daily cost of the Programme per NRC in each
year from 2010 to 2020.  Each eligible NRC received varied types and
levels of assistance in accordance with their individual needs, health
condition and availability of resources etc. subject to case assessment.

4.       Please find the requested figures from 2010-11 to 2020-21 in the

Dear Mr/Ms Surabhi Chopra,

Thank you for your email of 27 September 2021.  The Social Welfare
Department (“SWD”) commissions non-governmental organisation to provide
humanitarian assistance to non-refoulement claimants (NRC) who are
deprived of basic needs during their presence in Hong Kong so that they
will not become destitute.    The assistance covers accommodation-related
assistance [monthly rent allowance per adult and child is $1,500 and $750
respectively, rent deposit up to $3,000 or an amount equivalent to two
months of rent (whichever is the less), property agent fee up to $750 or
an amount equivalent to the rent for half a month (whichever is the
less)], basic utilities allowance ($300 per month), food ($1,200 per
month), transportation allowance (ranging from $200 to $420 per month),
other basic necessities (offered in-kind), and counselling services, etc. 
Eligibility for the types and level of assistance based on the NRCs’
individual circumstances.  Due to the frequently changing number of
eligible NRCs and their individual types as well as levels of assistance,
the information regarding the average daily cost per NRC of the
alternative to detention/humanitarian assistance program is not available.
