Dear Environment Bureau,

Can I ask about the policies for fundees of the EB grant programs such as the Sustainable Development Fund and if they differ from UGC/RGC grant holders. Do your fundees have to return completion reports, and are there any policies regarding the resulting research outputs such as publications and research data?

How big are your research budgets as well, i.e. how much do you spend on research programs and grants each year?

Any information on your policies and funding would be very useful for my research.

Dear Scott,

Thank you for your email dated 2.6.2017.  
The Sustainable Development Fund was set up in 2003 to provide financial
support for initiatives that will help enhance public awareness of
sustainable development and encourage sustainable practices in Hong Kong.
Since 2003,12 rounds of applications have been invited and a cumulative
total of 67 projects have been approved for grants from the Fund,
involving a total amount of about
$69 million. Details of the Fund can be viewed at

Thanks for getting back to me and providing that information. I see that projects need to return a final evaluation report upon completion of the project. Can I ask what information fundees are asked to provide and are they based on or a similar format to the RGC/UGC completion reports that use the Common Data Collection Format?

Do you have any policies (e.g. regarding open access or open data) relating to the data and any scientific publications coming from these funded projects, and do you collect for information on these in the completion reports?

Dear Scott,

Thank you for your follow up email dated 9 June 2017.  Please find below
our reply to your follow up questions.

In the final evaluation report, the grantees are required to report
whether the pledged targets (e.g. number of activities and participants)
of their projects have been fulfilled.  They should also give a
qualitative evaluation on the effectiveness of their projects in the
promotion of sustainable development and share their experience in
tackling major problems encountered during project implementation.  The
report is not supposed to present data arising from scientific research,
and do not follow the Common Data Collection Format adopted by UGC.
Any request for access to the information relating to the SDF projects
will be handled in accordance with the "Code on Access to Information"
generally applicable to all Government bureaux and departments.  As
explained above, the final evaluation report on SDF projects is not
designed for collecting data from scientific research.
