Historical Publications of AAIA
Dear Transport and Logistics Bureau,
Since the formation of the Transport and Logistics Bureau, the Air Accident Investigation Authority (AAIA), has merged it's website into the new domain of the bureau. The publication of accident investigation reports were moved to:
https://www.tlb.gov.hk/aaia/eng/investig...
However, the earliest report released in this webpage, correspond to an accident on 27 February 2016, and no information concerning earlier occurrences were made public.
Even since the time when aviation safety investigations were still under control of the Civil Aviation Department (CAD), reports prior to 2016 were already made public online. The removal of earlier report could not be explained by technical or legal reasons as such actions happened without any prior notification.
As such, I demand that under the Code on Access to Information (the Code), the re-upload and online availability of every aviation accident investigation report published by Government of Hong Kong, as formerly available.
Since there is no legal limitations under the Code regarding the timespan of documents (i.e. limit to after Sovereignty Handover) , for the sake of aviation safety, I would request, that if able, the requested report shall be dated back to 1960s, if applicable.
I only demand the files to be published on anywhere under gov.hk domain for the authenticity of the documents.

Thank you for your e-mail dated 3 May 2023 on the captioned. Our response
is as follows -
The Air Accident Investigation Authority (“AAIA”) was established in
2018. Upon its establishment, 10 investigations which were being handled
by the Civil Aviation Department (“CAD”) were transferred from CAD to
AAIA. Along with these transferred investigations, AAIA also initiated
other investigations under the Hong Kong Civil Aviation (Investigation of
Accidents) Regulation (Cap. 448B). All completed investigation reports
are published on AAIA’s website

For the investigation reports released prior to the establishment of AAIA,
all related records and information remain in CAD’s ownership, which can
be found on CAD’s website
