(1) The Ma Tau Kok Detention Centre (“MTKDC”) is located on the first and
second floors of the Ma Tau Kok Road Government Offices, and is under the
command of the Deportation and Removal Section (“the Section”) of the
Immigration Department (“ImmD”). In addition to the management of daily
operation of the MTKDC, the Section is responsible for handling matters
relating to deportation. The day-to-day operational expenses of the
Section also covers other offices and facilities located in the same
building.

The costs of meals and staff remuneration of the MTKDC for the financial
years from 2019-20 to 2021-22 are tabulated as follows:

Note 1: In response to the COVID-19 pandemic, the Government has suspended
passenger clearance services at most of the control points in phases with
effect from end-January 2020:
        West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express
Rail Link, Hung Hom, Man Kam To, Sha Tau Kok and China Ferry Terminal
(with effect from 30 January 2020);
        Lo Wu, Lok Ma Chau Spur Line, Lok Ma Chau and Hong Kong Macau
Ferry Terminal (with effect from 4 February 2020);
        Tuen Mun Ferry Terminal (passenger clearance services have been
suspended with effect from 30 January 2020 and cross-boundary passenger
ferry services ceased formally on 8 June 2021); and
        Kai Tak Cruise Terminal (passenger clearance services have been
suspended with effect from 5 February 2020 and resumed for Hong Kong
residents between 30 July 2021 and 6 January 2022 due to the introduction
of “cruise-to-nowhere” itineraries).

Note 2: The Heung Yuen Wai Boundary Control Point commenced operation on
26 August 2020, with only cargo clearance service available at this stage.

The San Uk Ling Holding Centre (SULHC) is a place of detention specified
in the Immigration (Places of Detention) Order (Cap. 115B) and falls under
the purview of Ta Kwu Ling Divisional Police Station of the Police. The
ImmD has a clearance centre in SULHC for the repatriation of persons
entering Hong Kong illegally from the Mainland.  As the SULICC is part of
the daily operation of the ImmD, the ImmD does not maintain a breakdown of
the annual operational expenses of the clearance centre.

(ii) The cost of remuneration of the staff establishment for handling the
daily operation of individual places of detention specified in the
Immigration (Places of Detention) Order (Cap. 115B) and located in various
control points/offices for the financial years from 2019-20 to 2021-22 is
tabulated as follows:

Dear Immigration Department,

I am writing to make a data access request regarding the operational

expenditure of places of immigration detention. May I know, for each of

the financial years between 2019 – 2022, the operational expenditure for

each of the following facilities / places:

1) Ma Tau Kok Detention Centre, broken down by:

i) Costs of meals for detainees

ii) Staff remuneration

iii) Any other categories as applicable

2) Castle Peak Bay Immigration Centre, broken down by:

i) Costs of meals for detainees

ii) Staff remuneration

iii) Management of facilities

iv) Medical costs of detainees

v) Other costs related to treatment of detainees

vi) Any other categories as applicable

3) Other places of detention under the Cap. 115B Immigration (Places of

Detention) Order

i) Costs of meals for detainees

ii) Staff remuneration

iii) Any other categories as applicable

Note 3: Commenced operation on 26 August 2020 with cargo clearance service
only and commenced full operation on 6 February 2023.
Note 4: The first berth of the Kai Tak Cruise Terminal was officially
commissioned on 12 June 2013.
Note 5: The operation of Tuen Mun Ferry Terminal was suspended from 16
December 2010 to 15 April 2011 and from 1 July 2012 to 27 January 2016.
Its cross-boundary passenger ferry services resumed on 28 January 2016.
Note 6: Relevant breakdown statistics were not available.

The San Uk Ling Holding Centre (SULHC) is a place of detention specified
in the Immigration (Places of Detention) Order (Cap. 115B) and falls under
the purview of Ta Kwu Ling Divisional Police Station of the Police. The
ImmD has a clearance centre in SULHC for the repatriation of persons
entering Hong Kong illegally from the Mainland.  As the SULICC is part of
the daily operation of the ImmD, the ImmD does not maintain a breakdown of
the annual operational expenses of the clearance centre.
