Transfers to Siu Lam Psychiatric Centre from CIC
Dear Immigration Department,
I am writing to make a data access request regarding transfers of detainees to Siu Lam Psychiatric Centre from immigration detention facilities. May I know,
A) Are detainees transferred to Siu Lam Psychiatric Centre from Castle Peak Bay Immigration Centre?
If yes, may I know,
B) Will they usually be returned to Castle Peak Bay Immigration Centre after a period of time?
C) What are the criteria / guidelines to determine the transfer of a detainee to Siu Lam Psychiatric Centre?

I) Are there circumstances where a detainee held at Castle Peak Bay Immigration Centre ("CIC") would be sent to Siu Lam Psychiatric Centre for treatment or any other purpose?
II) If so, would they usually be returned to CIC after a period of time?
III) If so, what are the criteria / guidelines that determine the transfer of a detainee to Siu Lam Psychiatric Centre?

Dear Gigi Lo,
I refer to your request for access to information on 4 February 2022 and
our interim reply to you on 14 February 2022. I hereby provide you with
the following information.
In general, a detainee at the Castle Peak Bay Immigration Centre (“CIC”)
will not be transferred to the Siu Lam Psychiatric Centre (“SLPC”) for
medical treatment. There has been no direct transfer of detainees from the
CIC to the SLPC so far.
If a detainee complains of or appears to be suffering from sickness or
injury, the detainee should be provided with adequate medical attention at
the CIC. If necessary, on the advice of the duty medical officer at the
CIC, the detainee concerned will immediately be sent to a public hospital
for further examination and receiving appropriate medical treatment. The
detainee sent to the hospital will only be discharged with the consent of
the hospital after medical examination.
