-Does Hong Kong hold a stock of Midazolam currently or has it ever held a stock in the last five years?
-If yes to the above, please advise on the quantity of Midazolam used in hospitals/ care homes (and any other institutions) month by month, over the last five years.

For Question 1, Hong Kong Department of Health holds stock of Midazolam
currently.
For Question 2, Department of Health does not have information on the
quantity of Midazolam used in hospitals/ care homes (and any other
institutions) month by month, over the last five years. Pursuant to
paragraph 1.14 of the Code on Access to Information (the Code), it does
not oblige departments to acquire information not in their possession. We
are unable to provide the relevant information as requested. Subject to
your agreement, we shall direct your request to the Hospital Authority
which may have the requested information.

Our department has received your request for internal review under the
Code on Access to Information (the Code) dated 4 December 2021. We have,
in accordance with the established procedures and guidelines, conducted an
internal review. I am authorised to give a reply below.
As mentioned in the first reply dated 3 December 2021, Department of
Health (DH) does not have information on the quantity of Midazolam used in
hospitals/ care homes (and any other institutions) month by month, over
the last five years since they are not managed by DH. We only have
Midazolam Injection 5mg/ml stocked at clinic dispensaries operated under
our department. As at 30.11.2021, there were 141 ampoules of Midazolam
Injection 5mg/ml at our clinic dispensaries. The monthly stock level
remains the same in 2021.
If you think that the DH has failed to properly apply any provision of the
Code, you may complain to The Ombudsman. The address of the Office of The
