香港故宮文化博物館項目設計顧問的委任
西九文化區管理局：
西九文化區管理局（「管理局」）於 2017 年 1 月 7 日的聲明指出，「管理局」的管理層於 2016 年 6 月委約嚴迅奇先生，就西九文化區的一個地段進行研究，探明該地段可否容納多用途展覽場館以及一間博物館，並就此提出可能的設計概念。其後，董事局於 2016 年 11 月批准委任嚴先生及其事務所，擔任香港故宮文化博物館項目的設計顧問。本人根據《公開資料守則》，向「管理局」查詢以下事宜：
（一）(a) 嚴迅奇先生及／或其事務所在 2016 年 6 月至 11 月期間進行研究及提出設計概念時，是否知悉該地段將會用作興建香港故宮文化博物館？
（一）(b) 嚴迅奇先生及／或其事務所是否知悉其意見，研究結果及／或設計概念將會用作諮詢故宮博物院的意見？
（二）嚴迅奇先生及／或其事務所在 2016 年 6 月至 11 月期間進行研究及提出設計概念時，曾否收取任何費用？如有，
(a) 有關費用涉及的金額為多少？
(b) 有關費用是否由「管理局」支付，及／或由哪些其他部門／機構支付？
(c) 嚴迅奇先生及／或其事務所於何時收取該些費用？
（三）在2016 年 6 月至 11 月期間，嚴迅奇先生及／或其事務所於何時向「管理局」匯報研究結果及設計概念？
（四）政務司司長辦公室及「管理局」於 2017 年 1 月提交立法會內務委員會的文件（立法會 CB(2)544/16-17(01) 號文件）中，提及「管理局」的董事局在「諮詢故宮博物院的意見後」，「批准委任許李嚴建築師事務所的嚴迅奇先生為香港故宮文化博物館項目的設計顧問」。「管理局」曾經於何時諮詢故宮博物院的意見？
