I would like to know the following data from you.

1. The doses (including (1) dosage for each shot, (2) total number of shots, and (3) schedule of vaccination) of Sinovac and BionTech/Pfizer recommended by the Advisory Panel on COVID-19 Vaccines Members to the following age groups:
a. Children aged 3-4
b. Children aged 5-11
c. Children & adolescents aged 12-17
d. Young adults aged 18-30
e. Adults aged 31 or above.

2. Whether the above recommendation made by the Advisory Panel on COVID-19 Vaccines Members are supported and approved in writing by
a. Sinovac
b. BionTech/Pfizer
c. World Health Organization

3. (a) Whether each shot (as to dosage and ingredient) of Sinovac and BionTech/Pfizer COVID 19 vaccine administered to children aged 3-11 is the same as those administered to adult.

Dear Mr Yim,

 

I refer to your request for information under the Code on Access to
Information dated 6 April 2022 to the Food and Health Bureau on
authorisation of COVID-19 vaccines by the members of the Advisory Panel on
COVID-19 Vaccines (the Advisory Panel).  I am authorised to reply as
follows.

 

The Government published the Prevention and Control of Disease (Use of
Vaccines) Regulation (Cap. 599K) (the Regulation) in the Gazette on 23
December 2020, which provides the legal framework under the present state
of public health emergency to bring in COVID-19 vaccines which satisfy the
criteria of safety, efficacy and quality for emergency use. 

 

The Regulation empowers the Secretary for Food and Health (SFH) to, based
on the objective clinical data of a COVID-19 vaccine (including third
phase clinical research data), with reference to the expert advice of an
independent advisory panel and having regard to the approval given by a
regulatory authority in a place outside Hong Kong that performs the
function of approving pharmaceutical products (including emergency use),
after being assessed as safe and effective based on science, and with
evidence supporting its quality, authorize and allow the specified use of
the relevant COVID-19 vaccine in Hong Kong under the emergency situation.

 

For providing advice to the SFH regarding authorization, the Advisory
Panel conducts on-going review of the benefits and risks of authorized
vaccines in order to protect public health. The Advisory Panel conducts
regular meetings to review the latest available evidence and information
related to the safety, efficacy and quality of authorized COVID19
vaccines, and to offer appropriate advice to the SFH in a timely manner.
Ad hoc meetings would also be arranged when it is necessary to conduct an
urgent assessment of the benefit-risk balance of an authorized vaccine.

On the other hand, the Scientific Committee on Vaccine Preventable
Diseases and the Scientific Committee on Emerging and Zoonotic Diseases
(JSC) under the Centre for Health Protection (CHP) of the Department of
Health will convene meetings joined by the Chief Executive's expert
advisory panel to regularly review and update consensus interim
recommendations on use of COVID-19 vaccines in Hong Kong in accordance to
relevant scientific data, overseas practice and recommendations by the
World Health Organization.  Details of the interim recommendations are
