Dear Hong Kong Police Force Operations Wing,
Please provide information on how the police shares information internally (i.e. across departments and between offices). What policies govern the internal sharing of information? What information sharing systems or processes are used?
For example, how does the police share: criminal history records, law enforcement incident reports, records of judicial actions and decisions, and watch lists of known and suspected terrorists?

Hong Kong Police Force about police's internal information sharing system
under the Code on Access to Information ("the Code").
2. We regret that the information under request cannot be disclosed
in accordance with paragraph 2.1 of the Code for the reason set out at
paragraph 2.6(e) therein, i.e. we cannot disclose information that would
harm or prejudice the prevention, investigation and detection of crime and
offences, the apprehension or prosecution of offenders, or the security of

Please could you confirm generally whether or not the HKPF engages in any systematic or automated forms of information sharing (without disclosing the particulars of any such processes)? There is no actual or reasonable expectation of harm in this disclosure (of which is in the public interest).
On the same basis, please could you confirm whether or not the HKPF uses a system that converts handwritten police statements into text searchable formats (Optical Character Recognition) which is used by many law enforcement agencies globally.
