Dear Security Bureau,

I would like to know, among the 15 appeals/petitions allowed by the Torture Claims Appeal Board from 2012 to 30.4.2017, how many relate to torture claims made before the commencement of the Unified Screening Mechanism (USM) and how many relate to non-refoulement claims made after the commencement of the USM.

Also, I would like to know, among the 22 torture claims substantiated by the Immigration Department between Dec 2009 and Feb 2014, how many were substantiated (allowed) by the Torture Claims Appeal Board and how many were substantiated by the Immigration Department.

Dear Ms Li,
I refer to your application for access to information dated 11 October
2017.

Among the 15 appeals / petitions allowed by the Torture Claims Appeal
Board (TCAB) from 3 December 2012 to 30 April 2017, 5 relate to torture
claims made before the commencement of the Unified Screening Mechanism
(USM) and 10 relate to non-refoulement claims made after the commencement
of the USM.

Among the 22 torture claims substantiated between December 2009 and 2
March 2014, 3 were substantiated by the TCAB on appeal and 19 were
substantiated by the Immigration Department.  Another 2 torture claims
were substantiated by the TCAB after 2 March 2014.
