I refer to your application for access to information dated 11 October
2017.

Among the 15 appeals / petitions allowed by the Torture Claims Appeal
Board (TCAB) from 3 December 2012 to 30 April 2017, 5 relate to torture
claims made before the commencement of the Unified Screening Mechanism
(USM) and 10 relate to non-refoulement claims made after the commencement
of the USM.

Among the 22 torture claims substantiated between December 2009 and 2
March 2014, 3 were substantiated by the TCAB on appeal and 19 were
substantiated by the Immigration Department.  Another 2 torture claims
were substantiated by the TCAB after 2 March 2014.

Dear Security Bureau,

I would like to know, among the 15 appeals/petitions allowed by the

substantiated (allowed) by the Torture Claims Appeal Board and how many
were substantiated by the Immigration Department.
