Number of substantiated non-refouelement claimants from the Philippines

Dear Immigration Department,

I am writing to confirm the number of Filipino Torture/Non-refoulement claimants whose claims have been substantiated in Hong Kong.

As at 8 January 2018, the Immigration Department's statistics recorded that there were 2 substantiated non-refoulement claimants from the Philippines. https://web.archive.org/web/201801082356...

However, the latest statistics on non-refoulement claims state that there has only been 1 substantiated non-refoulement claimant from the Philippines.

I would be grateful if you could please confirm why the number of substantiated non-refoulement claimants from the Philippines appears to have fallen, and whether this reduction is due to the exercise of the Immigration Department's and/or the Torture Claims Appeal Board's powers under sections 37ZL-ZN of the Immigration Ordinance (Cap. 115)?

Filipino Torture/Non-refoulement claimants whose claims have been

The number of substantiated non-refoulement claims and respective
nationality breakdown are updated onto “Statistics on Non-refoulement
Claim” in the official webpage of the Immigration Department
([1]https://www.immd.gov.hk/eng/facts/enforc...) on a quarterly
basis.  Kindly note that as denoted at the relevant table on the webpage,
the list covers all non-refoulement claims substantiated since 2009.  It
reflects fully the nationality breakdown and no claim have been removed
from the list. 

 

Due to confidentiality concern, details of non-refoulement claimants would
not be disclosed.
