Question on CHP Coronavirus dashboard

Dear Department of Health,

Can I ask how much the development of the CHP Hong Kong Coronavirus dashboard cost to roll out? See: https://chp-dashboard.geodata.gov.hk/nia...

It looks an impressive platform, so was this developed internally (e.g. by OGCIO or the Lands Dept), or was Johns Hopkins University, Esri, ArcGIS or another provider contracted to develop this? Or some combination of both.

Any information on the technical background would be very useful as there doesn't seem to be any "about" page on the website.
