Refugee crime statistics for HK Island Region

Dear Hong Kong Police Force Hong Kong Island Region,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like:

1. The most complete yearly statistics of refugee arrests from Kowloon East Region for every full year you have data going back to 2005, plus your total arrest statistics from the same time period to put that data into into context. If you don't have data from non-refoulement claimants, then Recognisance/Form 8 holder data will do.

2. From this data, if you have breakdowns on how many of the refugees were arrested for immigration offences, employment offences, and violent crimes, that will be helpful as well.

3.. If you have a breakdown of prosecution and conviction rates that would be useful too.

4. On top of total numbers, if you have the nationalities of the refugees arrested that information would be useful as well.

For all of this I’m happy to take digital files if that’s easier, but please don’t send this information in tabular form in the email as I can’t view it. Attaching a PDF, or emailing other files to me (I can provide an email address ) would work best in this case.

                I refer to your email dated 16 and 25 October 2016.

2.                Please be informed that we do not maintain any
statistics for refugees and non-refoulement claimants in Hong Kong Island
(HKI) Region.  We can only provide the number of persons arrested in HKI
Region since 2005 set out at Annex A.

3.                As regard to your request for crime statistics in
respect of Form 8 holders arrested and the breakdown in HKI Region, we
have maintained the statistics since January 2016.  Total number of Form 8
holders arrested in HKI Region and breakdown by offences and nationalities
respectively are attached at Annex B.

4.                We do not maintain any statistics for prosecution and
conviction rates in HKI Region.
