Refugee crime statistics for New Territories North Region

Scott Edmunds made this Freedom of Information request to Hong Kong Police Force New Territories North Region

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Hong Kong Police Force New Territories North Region,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like:

1. The most complete yearly statistics of refugee arrests from Tuen Mun district for every full year you have data going back to 2005, plus your total arrest statistics from the same time period to put that data into into context.

2. From this data, if you have breakdowns on how many of the refugees were arrested for immigration offences, employment offences, and violent crimes, that will be helpful as well.

3.. If you have a breakdown of prosecution and conviction rates please provide that.

4. On top of total numbers, if you have the nationalities of the refugees arrested that information would be useful as well.

For all of this I’m happy to take digital files if that’s easier, but please don’t send this information in tabular form in the email as I can’t view it. Attaching a PDF, or emailing other files to me (I can provide an email address ) would work best in this case.

Yours faithfully,

Scott Edmunds

Hong Kong Police Force New Territories North Region

For the 205 arrests you mention here is it possible to get a more detailed breakdown on what type of crimes they were arrested for as well?

Dear Hong Kong Police Force New Territories North Region,

Can I ask again you don't have arrest data for before 2016? This is important information, so what is the exact reason for why you don't have it? Did you not previously collect this data, have the records been lost, or is there another specific reason for not having it? Other police regions and districts have this so why does the New Territories North Region not hold it?

Yours faithfully,

Scott Edmunds

Hong Kong Police Force New Territories North Region

Dear Mr. Edmunds,

Please be informed that prior to 2016, New Territories North Region kept
the overall arrest figures for non-ethnic Chinese in the region without
categorizing Form 8 holders. This practice only started in 2016 and
therefore figures prior to that are unavailable.

Please feel free to contact the undersigned if necessary, thank you.

Dear Hong Kong Police Force New Territories North Region,

That is very interesting to hear. If pre-2016 the data was for "non-ethnic Chinese" rather than for Form 8 holders can you share this arrest data with me instead? How far back do you have "non-ethnic Chinese" arrest data for? Do you also have this data for 2016 so I can compare it with the Form 8 holder data to see how much overlap? Or do you have any of your own data on overlap?

Yours faithfully,

Scott Edmunds

Dear Hong Kong Police Force New Territories North Region,

Many thanks for providing the non-ethnic Chinese arrest data back until 2012. As previously asked you have data from 2005-2011? Or if not, what was the equivalent data you were collecting from before 2012?

Also, do you have arrest data for foreign domestic helper visa holder arrests from 2005 to 2016? Interested to see how much of the non-form 8 non-ethnic Chinese arrests are made up of these. And if you have any breakdowns on what type of crimes these arrests were for.

Yours faithfully,

Scott Edmunds
