Dear Hong Kong Police Force Yau Tsim District,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like the most complete yearly statistics of refugee arrests from your district for every full year you have data going back to 2005, plus total arrest statistics from to put it into context. If you have a breakdown of prosecution and conviction rates that would be useful too.

On top of total numbers, if you have the nationalities of the refugees arrested that information would be useful as well. I’m happy to take digital files if that’s easier, but please don’t send this information in tabular form in the email as I can’t view it. Attaching a PDF works, or I can give you my email address if that helps.

Dear Eugenia/Hong Kong Police Force Yau Tsim District,

Many thanks for providing these statistics. I'm curious how long have you been using this Non Ethnic Chinese designation, as other police districts don't use this. Going back before 2014 what year do you start collecting data specifically for NECs? Do you also have data on Recognizance holders, or are you counting this as the same data?

I'm interested in how you classify Non-ethnic Chinese (NEC), so are there guidelines on this? How do you determine exactly if someone is ethnic Chinese or not? For example, if Indonesian and Vietnamese citizens arrested are from ethnic Chinese communities there, do you exclude them from the data?

Hong Kong Police Force Yau Tsim District

Dear Mr Edmunds,

With reference to the principal ethnic minorities drawn up by the Home
Affairs Department (http://www.had.gov.hk/rru/english/info/i...),
the Force has identified some NEC groups of interest for the development of
the Force's policing strategy in this area. The previous figures provided
to you are the arrest figures of recognizance holders (including refugees
or non-refoulement claimants), which is consistent with the other districts
within Kolwoon West Region.

NEC is defined as Non-Ethnic Chinese, which means a person not of Chinese
ethnicity. We classify whether a person is a NEC or not based on his
nationality as supported by his identity document.
