Dear Immigration Department,

Please could you provide a breakdown of the budget and staffing allocated to the divisions handling Trafficking-in-Persons assessments ("TIP assessment") for 2019 and 2020 respectively? Please include the statistics for the Foreign Domestic Helpers Special Investigation Team of the Enforcement Investigations Sub-Division.

Please could you also provide the number of occassions where the Immigration Department cooperated jointly with the Police, Labour Department, or Customs & Excise Department to conduct an Interdepartamental Joint TIP assessment in 2019 and 2020 as well as a description of the processes involved in any such cooperation?

Dear Charlie,
We refer to your e-mail request for information relating to assessment of
trafficking in persons (TIP) cases by the Immigration Department (ImmD)
dated 23-12-2020 and our interim reply on 31-12-2020.  
Please be informed that under the existing TIP victim screening mechanism,
officers of the Investigation Sub-division of ImmD will conduct screening
and identification on those vulnerable persons who are arrested or who put
themselves forward to the authorities with a view to ascertaining whether
they are TIP victims.
In addition, in response to the “Action Plan to Tackle Trafficking in
Persons and to Enhance Protection of Foreign Domestic Helpers (FDH) in
Hong Kong” promulgated by the Hong Kong Special Administrative Region
Government, HKD $20.731 million recurrent provision is allocated to the
ImmD to create 42 permanent posts for setting up the “Foreign Domestic
Helpers Special Investigation Section” to extend the coverage of TIP
victim screening mechanism to FDH visa applicants.
In 2020, the ImmD conducted 3 504 TIP initial screenings with only 2
victims identified.  The ImmD does not maintain statistics in relation to
interdepartmental joint TIP assessment.
