Dear Immigration Department,

I should be grateful if you could please confirm the number of unaccompanied minors (ie. individuals below the age of 18 with no parent and/or legal guardian in Hong Kong at the time of their arrival in Hong Kong) ("UAMs") who have made non-refoulement claims under the Unified Screening Mechanism since 2009.

Please could you also confirm, in relation to those UAMs who have made non-refoulement claims under the USM:

1. The number of UAMs whose claims have been substantiated (a) by the Immigration Department and (b) on appeal to the Torture Claims Appeal Board.

2. The number of UAMs who were provided with legal representation on appeal to the Torture Claims Appeal Board.

concerning the unaccompanied minors who have made non-refoulement claims
under the Unified Screening Mechanism in Hong Kong and related statistics.

 

We have consulted the Torture Claims Appeal Board / Non-refoulement Claims
Appeal Office for the statistics under their purview and are now able to
give you a consolidated reply.  Please be informed that both the
Immigration Department and the Torture Claims Appeal Board /
Non-refoulement Claims Appeal Office do not maintain statistics on
unaccompanied minors and thus, are unable to provide inputs as requested.
