Application for access to information under the Code on Access to Information
Dear Environmental Protection Department,
I am a student in GCAP 3226 at Hong Kong Baptist University (HKBU). Our project examines whether Hong Kong’s municipal solid waste incineration capacity and facilities are appropriately planned and distributed. I request access to:
Waste Generation & Processing Volumes: The volume of municipal solid waste generated, collected, and processed, broken down by district (or landfill/transfer station catchment area), for the most recent year available.
Geographic Breakdown: If district-level waste generation or processing data is not available, the smallest available geographic or administrative breakdown, along with the reasons district-level data is withheld or not collected.
Planning & Siting Criteria: Any internal methodology, environmental assessment guidelines, or planning criteria used to determine the location, capacity, and distribution of waste incineration facilities (e.g., I·PARK 1 at Shek Kwu Chau, I·PARK 2 in Tsang Tsui) across Hong Kong.
Where any part of this request is refused, please cite the specific provision of the Code on Access to Information relied upon.
Key Adjustments Made
Target Authority: Shifted from the Transport Department to the Environmental Protection Department (EPD) / Environment and Ecology Bureau (EEB), which handle waste management infrastructure in Hong Kong.
Point 1 (Scale & Demand): Replaced EV registration numbers with district-level waste generation and processing volumes to measure local demand/supply balance.
Point 2 (Fallback Geography): Maintained the geographic granularity safeguard, framing it around waste transfer catchments or collection zones if district counts are unavailable.
Point 3 (Siting Methodology): Refocused the planning methodology on waste incinerator location criteria (specifically naming Hong Kong's major waste-to-energy projects like I·PARK 1 and I·PARK 2 for clarity).
Yours faithfully,
Tsang Wai Shan Teresa
