Refugee crime statistics for Kowloon East Region

Dear Hong Kong Police Force Kowloon East Region,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like:

1. The most complete yearly statistics of refugee arrests from Kowloon East Region for every full year you have data going back to 2005, plus your total arrest statistics from the same time period to put that data into into context.

2. From this data, if you have breakdowns on how many of the refugees were arrested for immigration offences, employment offences, and violent crimes, that will be helpful as well.

3.. If you have a breakdown of prosecution and conviction rates that would be useful too.

4. On top of total numbers, if you have the nationalities of the refugees arrested that information would be useful as well.

For all of this I’m happy to take digital files if that’s easier, but please don’t send this information in tabular form in the email as I can’t view it. Attaching a PDF, or emailing other files to me (I can provide an email address ) would work best in this case.

Please note that the Police do not maintain the statistics of refugee
arrests in Kowloon East Region stated in paragraph 1 of your email.
Accordingly, the statistics requested in paragraphs 2 - 4 of your email are
not available. We could provide the number of persons arrested by the
Police in KE Region in the table as attached.

Thanks for getting back to me. If you don't have pre-2015 Recognizance or Form 8 holders arrest data, do you have any data for 2016?

Also, other police regions and districts do collect this data, so what is the reason that Kowloon East Region doesn't have it? Have these records been this lost, passed on to other departments, or that your officers do not collect this important data when arresting people?

holders arrested in Kowloon East Region before 2015, we could provide the
statistics for the period between January and August 2016, i.e. 49. A
