有關你於2019年10月20日向本處申請索取香港身份證號碼英文字頭的資料，現謹覆如
下。

 

自1960年6月《人事登記條例》實施，政府開始為香港居民簽發過膠身份證。當時過
膠身份證的號碼是由一或兩位英文字母為首及四至六位數字所組成。其後本處在1983
年3月28日展開全港性的身份證換領工作，開始簽發第一代電腦身份證。所有身份證
號碼均由電腦集中編配，並在身份證號碼末端加上括號及其內的數字或英文字母，此
舉純為方便電腦處理資料而設。在一般情況下，當同一英文字頭的編號耗盡時，人事
登記處會簽發以另一個英文字母為首的身份證，而英文字母本身並沒有特別含意。

 

1983年3月28日以前，身份證號碼的英文字頭是根據當時的人事登記辦事處所在地區
而編配，例如香港區用「A」、「D」及「H」，九龍區用「B」、「E」及「G」，新界
區用「C」。如沒有中文姓名的新登記身份證人士則會簽發「XA」、「XB」、「XC」
等英文字母為首的身份證。

 

自1983年3月28日起，凡首次登記身份證的人士會獲簽發「K」英文字頭的身份證。直
至1990年8月1日，本處開始簽發「P」字頭的身份證。而「R」字頭的身份證，是
在2000年12月28日起開始簽發。至於「M」字頭的身份證，是在2011年8月1日起開始
簽發的。

 

此外，在1980年1月1日或以後於香港登記出生的人士，在一般情況下，其出生證明書
編號將會成為持證人日後的身份證號碼。首批上述人士獲簽發的編號為英文字頭「Z
」；出生於1989年1月1日或以後的人士則獲簽發的編號為英文字頭「Y」；出生
於2005年4月1日或以後的人士則獲簽發的編號為英文字頭「S」；而出生於2019年6
月1日或至今的人士則獲簽發的編號為英文字頭「N」。

 

在1989年11月10日及1995年12月13日，本處開始簽發「W」字頭的身份證分別予根據
補充勞工計劃來港工作的人士以及外籍家庭傭工。直至2009年1月2日，上述兩類新登
記身份證的人士會獲發「WX」字頭的身份證。此外，本處在1991年10月23日開始簽發
「J」英文字頭的身份證予領事館領事職員。而11歲以下兒童獲簽發編號「V」字頭的
「簽證身份書」則會成為其日後的身份證號碼，但有關安排於2003年9日1日停止。
