Dear Transport Department,

I am interested in machine-readable data on traffic complaints made to the Transport Complaints Unit for 2019. In particular, data should include date, time, location and nature of complaint, for each of the complaints handled by Transport Complaints Unit.

At present such data is aggregated and listed in the TCU quarterly report, and only loosely outlined by district. I would like to map such data at a more precise and refined level.

Please let me know how to proceed with this request.

Dear Mr Ockenden,

        I refer to your request for information under the Code on Access
to Information (“the Code”) relating to machine-readable data on transport
complaints lodged with the Transport Complaints Unit (“TCU”) in 2019.

2.        Further to our interim reply on 6 November 2020, the information
requested (i.e. date, time, location and nature of complaints) is provided
in an Excel file attached to this email.
3.        Established under the Transport Advisory Committee, TCU receives
and handles complaints and suggestions from the public on transport
matters.  Upon receipt of complaints or suggestions, TCU will refer them
to relevant government departments or transport service operators for
follow-up actions as appropriate.  It is worth noting that TCU does not
have the statutory authority to carry out investigations into complaints
and suggestions received.

4.        Please note that some data relating to the location of a
complaint is recorded in Chinese, and thus the information is provided in
the form in which it exists.  In case there is no information about the
date, time and/or location of a complaint, the relevant cell in the Excel
file is left blank.  

5.        If you consider that this office has failed to properly apply
any of the provisions of the Code, you may ask for a review by writing to
us, or you may complain to The Ombudsman whose address is 30/F, China
Merchants Tower, Shun Tak Centre, 168-200 Connaught Road Central, Hong
Kong.
