Dear Correctional Services Department,
I would appreciate if you could provide the number of detainees at the Tai Tam Gap Correctional Institution (TGCI) as at 31 August 2021 (or any other date that is convenient to you for the purpose of collating relevant information under this request), disaggregated by:
(1) Detainees’ age (under 18, 18 – 30, 31- 40, 41-50, 51-60, 61-70, 71-80, Above 80 or other categories as appropriate)
(2) Detainees’ sex (male, female, transgender)
(3) Detainees’ nationality (please provide a breakdown of all nationalities)
(4) Detainees’ immigration status (non-refoulement claimants (“NFCs”) within the USM, former NFCs with ongoing judicial review applications, former NFCs pending removal, illegal entrants (excluding NFCs), overstayers (excluding NFCs), persons refused entry (excluding NFCs), former foreign national prisoners pending removal and other categories as appropriate)

The latest statistical figures of the number of detainees at Tai Tam Gap
Correctional Institution (“TGCI”) can be accessed via the CSD website as

You may wish to know that TGCI accommodates male adult detainees.
Besides, the following statistical figures could not be provided in
accordance with paragraph 1.14 and 2.9(d) of the Code:
* The number of detainees at TGCI as at 31 August 2021 by age;
* The number of detainees at TGCI as at 31 August 2021 by
nationality; and
* The number of detainees at TGCI as at 31 August 2021 by
immigration status.
You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
