Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area

We're waiting for Mel Chen to read recent responses and update the status.

Dear Chief Executive's Office,

I notice the landmark document "Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area" has a five year duration and expired on 1JUL2023.

May I know if an extension or revised agreement has been signed with GD, Macau and NDRC?

If yes, may I know where I can find this document or you can provide a soft copy.

If not, is this framework agreement still valid to guide the cooperation among the three governments within GBA.

Alternatively, would there be other valid documents of this level (tri-party commitments to GBA) that you can point me to. This is for my research on GBA rule harmonisation.

Your email of 27 Dec 2023 to the Chief Executive’s Office has been
referred to our bureau.

 

The Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation
in the Development of the Greater Bay Area signed on 1 July 2017 set out
the goals and principles of cooperation and established the key
cooperation areas in the development of the Greater Bay Area.  Since then,
the relevant Central Government departments and the governments of
Guangdong, Hong Kong SAR and Macao SAR have maintained close liaison to
seek further policy innovation and breakthroughs and strive to pursue more
policy measures that are conducive to the development of the Greater Bay
Area. 

 

On 18 February 2019, the Central Government promulgated the Outline
Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (the
Plan), which sets out the directions guiding the development of the
Greater Bay Area and the cooperation among the governments of Guangdong,
Hong Kong SAR and Macao SAR.  You may find the Plan at the links below -
