Request of land use distributions data from 2005 to 2015

Dear Planning Department,

I would like to request digital geographic data regarding land use distributions over all of Hong Kong from 2005 to 2015. This would include data on locations with residential, commercial, industrial, institutional, agricultural, barren land, water bodies and other natural (undeveloped) land cover. The data could be in vector or raster format, suitable for use with GIS software.

In order to illustrate the type of data desired, I refer you to the following publication:
"Modelling the fine-scale spatiotemporal pattern of urban heat island effect using land use regression approach in a megacity" in Science of the Total Environment

The publication states that to obtain the data for the study, "the land distribution of Hong Kong was requested from the Hong Kong Planning Department."

Dear Jocelyn,

Re: Freedom of Information Request - Request of Land Use Distribution Data
from 2005 to 2015

        I refer to your enquiry on 2.3.2021.

2.      Planning Department (PlanD) does not have the Land Utilization
geo-referenced datasets of 2005-2007, and 2009-2015.  However, we do have
the print files of the paper plans of the respective years.  We can
convert these print files to GeoTiff format (with Land Use Look Up Table)
so that you can use GIS software to access them for viewing and other
purposes.  Please note that the print files were for the production of
paper plans for sale for visualization purpose only.  The converted
geo-referenced datasets should not be used for any calculation or analysis
purposes.  Please also note that no print file of the year 2008 was
produced in PlanD and thus no converted geo-referenced dataset of the year
is available.
3.        Considering that the size of the requested datasets would be
quite large, we would arrange to zip the datasets in a DVD, which you
would be able to collect personally at the following address:

       Public Enquiry Counter
       17/F, North Point Government Offices
       333 Java Road, North Point
4.        If the above arrangement is acceptable to you, please give me a
date within next week weekday (i.e. 8.3.2021 - 12.3.2021) and a time
within the working hours (i.e 9:00 - 17:30 from Monday to Thursday; 9:00 -
18:00 on Friday) so that we could prepare the datasets for you to collect
in person at the specified time at the Public Enquiry Counter.
