4 concise queries regarding the issuance of provisional vaccine passes.

1. Would we be able to confirm this practice of issuing provisional vaccine passes to those from Mainland China, Macao and Taiwan without having fulfilled the 2 dose regiment of Covid 19 vaccine has ended as of September 2022?

2. Can we confirm the number of those 180 day provisional vaccine passes issued during 2022 from Mainland China, Macao and Taiwan without having fulfilled the required regiment of Covid 19 vaccine, monthly breakdown if possible?

3. Why has the Secretary for Health not voided/ invalidated these provisional vaccine passes considering the amendment to legislation that permits him to do so has been in place for over a month?

4. When can we expect the cancellation/ voiding of the aforementioned passes considering the grave risk to residents of Hong Kong and persons carrying such provisional passes should they enter high risk settings?

Regarding your application under the Code on Access to Information on 24
December 2022, our consolidated reply is as follows:

 

With the lifting the Vaccine Pass requirement starting from 29 December
2022, the Provisional Vaccine Pass arrangement is no longer applicable and
issued to inbound travellers.

 

As for the relevant historical statistics for Provisional Vaccine Pass,
the number of Provisional Vaccine Pass issued in 2022 by months (including
those issued at boundary control points or designated post offices) are
listed in the table below.   The Health Bureau does not maintain the
breakdown of Provisional Vaccine Pass issued to inbound travellers who are
not fully vaccinated. We regret to inform you that we are unable to
provide the relevant breakdown as requested in accordance with section
1.14 of the code on access to information.
