Dear Labour Department,
This is Tom Nickson, a master's student at City University from the Public Policy and Management programme. I am writing on behalf of my capstone project team to seek data necessary for us to conduct an academic study on the Work Orientation and Placement Scheme (WOPS) under the Selective Placement Division.
Could you kindly provide annual data about the WOPS, including the allocated budget and the number of employers and candidates (both successful and unsuccessful), since 2005?
We would also be very appreciative if you could provide the results of any feedback surveys, interviews or questionnaires that you have conducted concerning both employers and candidates since 2005!

Dear Mr Nickson,
Thank you for your email dated 16 February 2019 making request for
information relating to the Work Orientation and Placement Scheme (WOPS).
Below is the reply to your enquiry.
2. The WOPS is a programme administered by the Selective Placement
Division (SPD) of the Labour Department, aiming to encourage employers to
hire job seekers with disabilities through the provision of incentive to
enhance their understanding of the work capacity of job seekers with
disabilities, thereby facilitating the open employment of the latter.
3. Eligible employers, who hire job seekers with disabilities
through SPD under WOPS and provide appropriate coaching, support and
assign a mentor for such employees as well as comply with other
requirements of WOPS, will be granted an allowance. The mentor will be
granted a cash award.
4. Effective from 1 September 2018, an eligible employer will be
granted an allowance with a maximum amount of $51,000 per person with
disabilities having employment difficulties. Payment period will be up to
a maximum of nine months. A mentor who has successfully assisted such an
employee to continue with employment after the first three months will be
granted a cash award of $1,500.
5. WOPS was first launched in April 2005 and enhanced in June 2009,
June 2013 and September 2018 respectively. The allowance payable to
employers and the cash award payable to mentors at different stages of
enhancement are tabulated below:

*Apply to cases where the employers hire job seekers with disabilities and
having employment difficulties.
The budget allocated to WOPS is adjusted mainly in consideration of the
enhanced allowance and cash award. The budget allocated to WOPS for each
financial year from 2005-06 to 2018-19 is attached below.
6. As all job seekers with disabilities registered with SPD are
potential candidates of WOPS and all employers who hire registrants of SPD
meeting the requirements of WOPS would be invited to join the scheme, we
do not have statistics on unsuccessful cases under the scheme. Attached
below are the number of establishments hiring registrants of SPD from 2013
to 2018 (similar figures from 2005 to 2012 are unavailable) and the number
of placements recorded under WOPS from 2005 to 2018.
7. Starting from 2010, SPD conducted questionnaire survey to
collect the views of participating employers and mentors on the scheme.
Results of the questionnaire survey on the mentors and the employers upon
the termination of the employment or completion of the work orientation
period from 2010 to 2018 are attached.
8. No formal survey, interviews or questionnaires have been
conducted to collect the views of employees with disabilities on the
scheme.
